SUMMARYWHAT IS DISA JITC TEC II? DISA's mission is to conduct DODIN operations for the joint warfighter to enable lethality across all warfighting domains in defense of our Nation.
DISA is a combat support agency of the Department of Defense (DoD).
The agency is composed of more than 8,000 military and civilian employees.
The agency provides, operates, and assures command and control and information-sharing capabilities and a globally accessible enterprise information infrastructure in direct support to joint warfighters, national level leaders, and other mission and coalition partners across the full spectrum of military operations.
Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services.
JITC's service requirements are categorized in the following areas:
T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements.
TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities.
JOB DUTIES AND RESPONSIBILITIES Responsible for the overall planning, direction, oversight, and administration of the contract, to include all technical and operational functions, planning, organization, and control of resources to complete all deliverables and services.
Ensure full compliance with contract requirements.
Routinely meet with the JITC Commander and Deputy Commander.
Manage and allocate resources, setting schedules to accomplish program objectives including the quality, timelessness, and costs; and implements associated risk mitigation strategies.
Participate in program reviews and readjusts resources and schedules to accomplish programs, as necessary.
Plan and adjust work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity.
Facilitate continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrates problem resolution into ongoing work without loss of workforce efficiency.
Serve as the primary program interference between the contractor and the government.
Oversee a large team across multiple task orders divided between prime contractor and subcontractor.
Manage and monitor the cost, schedule, technical performance, staffing, materials, security, deliverables, quality, and metric objectives and milestones of the contract.
Coordinate, collaborate and effectively communicate with the COR, Task Order Manager(s), and other relevant stakeholders regarding potential problems, issues, vacancies, and or risk that may adversely affect a mission and or completion of task activities and deliverables.
Recruit and retain the required makes of qualified personnel with the expertise, experience, and other appropriate qualifications (e.
g.
, required security clearances) to perform the PWS required task.
Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.
Remain current and well versed in the latest IT technologies and provide oversight and guidance in the planning, design, implementation and integration of all current and future projects.
Coordinate with customers in order to manage and control the resources necessary to ensure timely Support various Government offices requiring IT services as coordinated through the Government COR or as designated by the Contracting Officer.

QUALIFICATIONSRequired Certifications Requires Project Management Professional (PMP) Certification or equivalent such as the Government's Defense Acquisition Workforce Improvement Act (DAWIA) Level III PM Certification.
Education, Background, and Years of Experience Requires a Master's degree in a relevant technical field such as Engineering, Business Management, Computer Science, Information Technology, etc.
Minimum of ten (10) years of experience as a manager of complex systems engineering and/or testing efforts.
Experience managing personnel with a variety of technical qualifications and levels, as well as similar Government contracts with comparable projects or activities in size and complexity to this DISA T&E contract effort.
ADDITIONAL SKILLS & QUALIFICATIONSRequired Skills Test and Evaluation (T&E) experience.
Ability to demonstrate expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex proposals, such as technical projects and strategic planning as a top-level contributor/specialist.
Capable of providing a wide degree of creativity and latitude.
Excellent writing, interpersonal and communication skills.
Ability to communicate effectively with team on assigned tasks, expectations, and schedule.
Sharp attention to detail.
Organized; time management skills to forecast and stay ahead of deliverables/reporting requirements.
